One challenge is the Saudi demand for civil nuclear capabilities. Second is the need to maintain Israel’s qualitative advantage in view of Saudi desires for advanced weapons. Third is to maintain Israeli interests in the Palestinian arena, given the expectations in Riyadh for significant progress on this issue.
